He constantly !votekick and !voteban players for several rounds of the game. This is not normal and has a valid reason other than harassment and disrupting players. Can't say for sure if he did it himself or on someone else's behalf, or if !votekick and !voteban was using an automated tool without the privy to check his chat history, and only admins can do that.
