Don't see any reports on this player by such reason. Are u sure with such violation?

Asking, cuz video of two times blocking you is very strange reason to create request for ban...

This video below is taken in the same round where he is reported. He was killed 4 times, then got auto-balanced, and what he does with smoke, EOD, and blocking is self explained in the video. He later switched back to the other team after he was killed which explains he is in RU team in his battle report.

This is not the first time he does this but several times, and was politely reminded that interfering with teammates is a violation of server rules. Perhaps due to the language barrier he didn't understand what I wrote, as I can't speak/write Russian except for a couple word convincingly fully understand i.e., Да and Нет.
